Introduction Mr. Shi Hongping (施红平) is the ex-Director of Guangzhou Planning Bureau and the present Director of Urban Construction, Resources and Environment Committee (城建資源環境委員會) of the Guangzhou People's Political Consultative Conference (廣州市政協). He is currently leading a study team comprising researchers from the Guangzhou Social Science Academy (廣州市社會科學院) to examine the operational characteristics of urban planning institutions, especially in connection with the issues of public participation, in various cities within the Greater Pearl River Delta region. The primary objective of his study is to provide input to the Committee in recommending appropriate directions of reforming the urban planning systems in Guangzhou. Hong Kong is one of his study areas. Mr. Shi is well positioned to share with us on the current development of urban planning institutions and public participation experiences in Guangzhou and its possible future changes, particularly in the context of major infrastructure and development projects. The panelists will share their Hong Kong experiences as well. Surely, the two cities can learn from each other.
