    Public consultation on Constitutional Reform

    Re. Constitutional Reform Survey 2009-2010
     
    At the request of the Hon Patrick Lau in December 2009 in response to the Government's public consultation, HKIP has conducted a survey in January 2010, the questions of which were all based on Mr. Lau's original survey but with a covering note explaining what the 4 sectors are, and the NPCSC’s decision and the link to the consultation document on the Government’s web-site, in order to provide some useful background info to Members to facilitate them to complete the questionnaire.  A total of 59 returns have been received by the rather short deadline and is considered a very good return rate, compared with the response of a similar survey done in late 2007 for Mr. Lau when we had under 40 returns. I wish to thank those for taking the trouble to respond.
     
    In summary, over 94% of the respondents consider that the Functional Constituency should NOT be retained when universal suffrage is implemented. Regarding the method for selecting the CE in 2012, over 87% of the respondents do NOT agree that most of the new seats in the 4th sector be allocated to District Council members. Similarly, over 80% of the respondents do NOT agree that 5 of the proposed new LegCo seats be allocated to DC members in addition to the current 1 seat under the Functional Constituency. There were views that DC members mainly represent local level interests and cannot represent the whole of Hong Kong’s population. Over 85% of the respondents do NOT agree that the method of replacing “corporate votes” with “director’s”, “executive’s”, “association’s” or “individual’s” votes should not be adopted. In simpler words, they consider that `corporate votes’ should be replaced by `individual votes’. Over 83% of the respondents disagree that the requirement that the CE should not have any political affiliation be maintained. The findings from the questionnaire survey have been forwarded to the Hon. Patrick Lau, and the detailed summary and findings have been uploaded on the HKIP's website for your reference.
