The four key strategies of the Energizing Kowloon East (EKE) policy initiative, as shown in the latest EKE Conceptual Master Plan (CMP) 4.0, are “Connectivity”, “Branding”, “Design” and “Diversity”. Connectivity is the most important key to the success of the complex urban transformation process of Kowloon East (KE). In the 2014, 2015 and 2016 Policy Addresses, the sustainability concept of “walkability” in KE through improving connectivity and enhancing the pedestrian environment to facilitate the transformation of KE into the second core business district (CBD2) was reiterated. Specifically, it is mentioned in the 2015 Policy Address that this includes studying measures to facilitate the provision of elevated walkways by the private sector.
In 2016 Policy Address, the Chief Executive announced that the Government will implement new policies for KE, including a pilot scheme of waiving the land premium for lease modification to encourage landowners to construct footbridges or subways at their own cost in accordance with the planned pedestrian network, with a view to providing a safe, comfortable and convenient network which separates pedestrians from vehicles. This will help turn Kowloon East into a quality business district.
To implement this new initiative successfully, we need the support from relevant stakeholders. Therefore, a briefing session has been scheduled for 18 February 2016 (Thursday) to explain the details of the new policy and answer enquiries from you.
