Mr Robert Upton, the first Director of Planning Department, is invited by Planning Department to share his experiences on the challenges and difficulties of getting large-scale infrastructure going in the United Kingdom (UK). This would be a good opportunity for planners as well as other development related professionals to learn more about the updated planning and development in UK. Planning Department has therefore extended this invitation to members of professional institutes in the development field.

Mr Robert Upton is ex-Director of Planning Department (end 1989 – mid 1991), ex- Secretary-General of Royal Town Planning Institute and the Deputy Chair of the Infrastructure Planning Commission in UK.
